Direct-Service Workforce: Needs, Challenges and Intervention Strategies

This session, held at the 2008 HCBS Conference in Boston, MA, provided an overview of the direct service workforce challenges and the initiatives being researched and developed to address them. Recognized policy analysts and program practitioners provided background information about the workforce and a framework for identifying and implementing recruitment and retention strategies; introduced strategies and model programs in the areas of wages/benefits, supervision, recruiting, training, workforce monitoring and data collection; and highlighted a state sponsored incentive program for workforce development.
